UNIVERSITY DUPED IN FRAUDULENT £250,000 CLAIM
By Alun Rhys Chivers
News Reporter
A Swansea University postgraduate student who illegally claimed over £250,000 was handed a two-year jail sentence for benefits fraud last week at Cardiff Crown Court.
Mohammed Al-Sulaiti, 35, moved to the UK on a student visa in 2005, bringing his wife and six children with him. When completing application documents for asylum, he told the authorities that he and his family had no money or investments.
His £210,000 accommodation and utility bills were paid by the UK Border Agency. He was handed £33,000 from Swansea University and the Overseas Student Research Fund towards tuition fees. However, he had savings in a number of bank accounts and had business interests and investments. Further, he had received sponsorship from a medical firm and the Qatari government.
Asylum seekers must be deemed to be destitute and to have left their country and be unable to return for fear of persecution.
As well as fraudulently claiming benefits, Al-Sulaiti worked illegally in the UK. He was employed by the University’s School of Medicine from May 2007 as a research assistant, having falsified right-to-work documents. Asylum seekers are not allowed to work without special permission while their applications are being considered. Al-Sulaiti received £10,000 in wages from the University.
He originally denied charges of benefit fraud, but changed his plea in October after his trial began.
Sentencing Al-Sulaiti, Judge Stephen Hopkins called him “intelligent, well educated and fluent in English” but “thoroughly dishonest and devious”.
A spokesman for the South Wales immigration crime team called Al-Sulaiti “a highly deceptive individual” who had “stolen thousands of pounds from the public purse and Swansea University”.
A Swansea University spokesperson said: “Swansea University has rigorous systems and procedures in place to deal effectively with disciplinary procedures. On the rare occasion that a crime has been committed, the University works in partnership with the police and other statutory bodies to ensure appropriate action is taken; including the recovery of any debts.”
The UK Border Agency have announced that they will be taking steps to recover the money.
On completion of his sentence, Al-Sulaiti will be deported to Qatar. His wife and children have already been removed from the UK.
